How do I get them? I don't know if I missed a Quest. I got into the lvl 22 Dungeon but can not enter it, missing a key

They are random drops that you will see more of as you get higher up in level content.

I would say to avoid dungeons until you are around level 55 as that is their content level. As you continue playing you will see more and more keys drop for these dungeons.

Please note that the dungeons do not let you respawn if you die and each dungeon has a mechanic specific to it. Make sure you are ready to embark before trying as the rewards at the end let you do some very interesting things.
