Does Blood Pact Work With Cthonic Fissure?

But only applies to you, not minions.
So does it apply to Cthonic Fissure? (which summons minions and spirits).

Yes. Spirits still use your damage and is not a minion. But if you take the node that cthonic fissure summons volatile zombie it will not affect the damage of the zombies.
