Do Damage over Time Ticks Count as Hits?
Will damage-over-time ticks count as hits? e.g. will paladin's retribution (melee attack on hit) have a chance to trigger when under a DoT like poison or ignite?

No. DoTs do not trigger anything, unless you find a mechanic that specifically says it will.

As far as I know, they don't.

"hits" are anything that can crit.
