Does it also not change after you change the options and restart the game? Some games need a restart for certain changes to take effect.
As for online vs offline in terms of performance....you can easily test that yourself.
Personally have no issues at all whether online or offline.
When you in a grassy monolith, go to options and set grass to full and then back to off. For me that helped a lot.
I feel that their UI and floor textures might be hogging resources causing some bad performance but only going off to how my fans ramp up and slow down LOL
I didnt complain about screentearing or anything like that. You
cpu utilization is like 10% and gpu is sleeping at 40% while the frametime is a joke jumping from 40 to 70fps constantly.
This has been bugging me to no end, and I can hardly find it mentioned anywhere.
It's been an issue since EA. The grass kills my performance, and every mono I have to go in and flip it on, and back off to get it to apply.

It made my fps BETTER. I've been murdering my eyes this entire time for nothing.
Why is raising my graphics settings improving my FPS?! The performance of this game is atrocious.
It might be something to do with shaders, reserved memory or that the configuration was not working correctly and moving it to Medium replaced it.
Could try going back to Very Low again and see if the performance drops. If not it was the latter.
You're right. I went back to Very Low and my FPS improved even more... how annoying
