Failed to send a friend request

I'm just too tired to deal with yet another bug on my own.
1. Did anyone encounter this?
2. Have you managed to work it out?
3. If so - how?

For some reason it seems you need to use there Steam name not the ingame name ... worked for me.

But it makes them seem offline. Is there another way to make them look online when they actually ARE online?
