Gathering Storm Question

Does Casting Storm Bolts (From Passive: Power of the Storm) count as Expending a Storm Stack for the purposes of the passive (In the Eye of the Storm) withing the gathering storm tree?
In the Eye of the Storm: Whenever you expend a Storm Stack you have a chance to cast Maelstrom
Power of the Storm: While you have 6 stacks of maelstrom you cast Storm Bolt at an enemy each second
The way I read these passives is that Power of the Storm does not proc Eye of the Storm but I would love to know for sure if anyone knows. I am hoping they work together to make a bit of a feedback loop but if not that is fine just very curious on this interaction

Power of the Storm does not expend storm stacks, it will check for levels of maelstrom (how many stacks of maelstrom) for 6 stacks to cast Storm Bolts. The Storm Bolts from Power of the Storm don't use up your storm stacks.
