Underlined words in descriptions?

In some skills' and masteries' descriptions, I see some words underlined, such as the rune names for the Runemaster mastery, or Storm Stacks and Storm Bolt for Gathering Storm.
Am I supposed to somehow be able to hover over them to read more about them? If so, how? I tried holding ALT and CTRL, but as soon as my mouse leaves the skill/mastery icon, the description goes away.

EDIT: I found some older Reddit posts that told me that no, I can't hover over them but ALT should tell me everything that the tooltip doesn't by default (I still have no idea about the runes of the Runemaster mastery, though).

I would love to have this answered. If anyone knows how to click on these hyperlink without the windows, disappearing like you can, in other games, please comment.

No it is not a link, it's there to emphasize that you are most likely "proccing" something with the passive node

Pressing alt should give info on most of them, but it doesn't for all of them which is quite confusing.

These literally aren't "hyperlinks", just underlined words.
SUPPOSEDLY they should be hyperlinks leading to articles in the game guide, but the functionality to do that was never actually implemented and game guide wasn't expanded to cover anything but the basic things.
So for the moment it's just underlined words, that's all.
