"Liath and Thetima" Quest Bugged

I'm currently stuck on the quest titled 'Speak with Yulia in Thetima'. When I attempt to speak to Yulia and select 'Yes, I am ready' from the dialogue options, nothing happens. Is anyone else experiencing this issue? It seems to be preventing access to the Isle of Storms.

There is a portal to the south which is not displayed on the map. It will bring you to the next area. You can´t access this area otherwise if the quest transition did not work. I am pretty sure I was stuck at the same point yesterday.

It's not the quest that is bugged, it's the teleport action itself being delayed because of server issues. Also why going to/from towns takes so long.
