So you can use blessings to increase specific item type drop rates, CoF to further increase drop rates, and each "time line" of the monolith system has specific drops, and generally the higher corruption the better.
Having said that prior to 1.0 the "best" items had a developer confirmed drop rate of 1 in 16 Quintilian, before range variance, and we do not know the exact amount but with 1.0 drop rates went down.

Several items are locked to specific methods. Like the gloves Ravenous Void can only drop in the last ruin timeline empowered only from a specific boss, same with several other items.
I mean it's not like Diablo 2 where you can just say go farm trav or ancient tunnels in hell. There seems to be a whole lot of dynamics involved here. So I just want to know what the straight answer is.
Eh was afraid of that. I'm just looking for a game where you point me at a boss and I go farm it. Sounds like some needless complexity here. But, thank you.
Without knowing what specific item you are asking about its not as simple as you think. There are benefits to farming in lower monoliths, and benefits to farming in empowered monoliths with low corruption. If you want as broad an answer as possible that applies to as many items as possible then its empowered monoliths with as much corruption as you can speedily handle.
Yes some items do require specific timelines and empowered timelines at that. You could farm forever in normal last ruin and never find Ravenous Void gloves for example. Does it matter? depends on if you consider them the "best".
The ravenous void complexity is a huge turn off, but I'm sure lots of people enjoy that. To each their own. I'm just trying to verify whether the game is for me or not.
I like Diablo 2 where you just point me at several different places in hell I can go farm to keep things interesting, and I can find the best items in the game. I just like pulling the slot machine lever. Not doing hours of prerequisites before I can pull it.
Not knocking the playstyle of those people who enjoy that, but is what it is.
