I have a numbers of complaints to make about Last Epoch, but this one certainly isn't one of them. Offline and online characters need to be kept separated.
They could do something like Diablo 2 did with having two separate Online modes, one on closed servers and one on open servers (for local characters), I guess. Or simply allow you to host co-op games with your friends and your offline characters, like Torchlight 2 and Grim Dawn.
imo, this would be a poor excuse.
character verification on launch or migrate?
there could be at least a 'copy to offline' option if that is really the concern and then players could continue where they left off, rather than starting from scratch.
how want you to verify that the player really played this char or just edited it?
There was no transfer possible while servers are offline, its just impossible to justify if the character is legit or not. Only is its clearly stupid like all BiS items with BiS pre-/suffixes which is almost impossible.
The files are just json text files, there is no verification whatsoever.
