inconsistent dual wielding

So I found out that maces (and maybe some other types except for swords and daggers) cannot be put in off-hand slot even though they are one-handed. Shouldn't all one-handed weapons be treated the same way?
Dual-wielding wands is weird I know but... dual-wielding axes would be awesome!
