Runes/Forge using double

Forge is using double runes.

i.e if I want to shatter an item it consumes 2 runes of shattering.

If there is only 1 rune of shattering available it will only use that one and will still work.

Ah, its just a visual bug.
uncheck/clear the Rune and add it again it will show that only 1 got used

The forge works like that : you can see all your materials at once easily showing number X.
But once you place a material in the spot it's already counted as a -1 in your stock.
By clearing the material placed in the spot you gain it back (+1) in your stock.
