I played it on my outdated system with a 1080GTX and an i7-5820k on steady 60FPS with lower settings.
I also play it on GeforceNow using Ultimate subscription on a RTX4080 with an 12 core AMD CPU (GFN has not disclosed which one)
Both run perfectly fine.
I know for 1.0 release they added a lot of new graphical enhancements and latest GPU drivers are recommended.
I believe the game uses the unity engine and from what I understand indie developers and consumers have voiced issues with running stable on AMD systems. Unreal Engine 5 is also having issues with new games on AMD systems constinuesly.
Those are off course anecdotal and might not have anything to do with your issues.
Runs fine.
Everything on ultra, hovering between 190-220 fps with ease.

Like on early access, Primalist with cold dot build make me constantly drop and play below 30 fps.
On the other hand, my Archer who has more skills, and particles off course, spewing around than a group of primalist can push out plays around 60 fps all the time.
It is just bad optimization on some particle effects.
Try changing class and playing something else to see if the issue persist.
But not too bad, full power draw is ~600w. This replaces heating in winter easily.
So baffled how you get 600w drawn, when you kinda need your Tensor cores to do some work to even get past 500w a lot of the time
