It's definitely a bug. Teleporting is not an abnormal thing, it's an intended feature and thus has to be dealt with in every situation requiring special triggers or conditions, for example switching zones or executing actions or passing a specific border in a zone. Obviously the solution (as in other games) would be for the old man to spawn again wherever you re-enter any of the out-of-hub zones either by teleporting back or walking, since the quest step assumes that he is with you at this point of the quest.
didnt really give it that much of a thought tbh, but yeah, it should work properly and you shouldnt pointlessly backtrack, still, its not really that big of a deal
Awesome, thank you. I was using a controller but seconds after clicking around with the mouse the animation with Balthas being carried off started and after that I was able to speak to the guard
