Story being open ended does not mean anything is unfinished, it means when inevitable DLC/content expansion drops, continuation will actually make sense, picking up the story from the place it stopped in base game.
Long story short:
You not understanding design does not mean anything is not ready.
nothing i like worse than a story that doesnt end. i havent got time to pickup 6months later when ive got other games play and lost interest in that game or even genre at that point.
