Glacier Stuck on Level 13

My Glacier skill is stuck at level 13. To be precise, I get through level 13, get a new skill, but notice that the last skill I bought has been cleared as though I hadn't bought it.
I'm getting really annoyed. My character is level 35 and this skill is going to become pretty weak if I can't ever level it past 13.
Any suggestions?
