The mana efficiency formula is exactly how you'd calculate Cooldown reduction.

Mana Cost = Base / (1+Total Efficiency/100)

In this case that's:

Mana Cost = 70/(1+100/100) or 70/2 = 35

You must have "Spells cost 1 less mana" on your gear somewhere.

Really? Every other reduction plays at such a low number that I didn't expect it to be like so
I think some re-wording on the reduction should be done since that's, while logical, seemingly confusing
