Who balanced this game? Blizzard?

Going from a shaman to a falconer is night and day.

On my falconer it’s pure ez mode. My shaman was borderline frustrating to play.

Any other OP or UP classes out there?

Pretty much anything melee is ridiculously underpowered compared to ranged/caster classes. Started out with a Blademaster Rogue and when I got sick of being 2 shot by pretty much everything before even finishing Act 1 I swapped to Warlock. The difficulty difference is like night and day.

Late game melee builds are good, but will never match up to ranged/casters. Either range/caster needs nerfs or melee needs to be boosted a bit.

Melee has sucked in PoE for 12 years and it still sucks, don't hold your breath.

At least they have better lunge and melee flow systems in place instead of being rooted in place like it's still Diablo 2
Vengeance, Swipe, Reap, Flurry, Flamereave, Rive, Gathering Storm etc etc are all outdated melee skills by like 15 years already

Shaman is known for being behind the curve. All classes are viable, just some are really really good.

Why though? Isn't a 1.0 launch with post-release patches (after nearly a decade of early-access and half-a-dozen delays and a lot of begging for money) supposed to be balanced?

Are we OK with companies selling in-game cosmetics all throughout early-access and then releasing an unbalanced game where some classes are "really really good" compared to others? (Your words, not mine). Why should some players be screwed because of their class?

No one is screwed because of their Mastery. They're only screwed by their lack of knowledge or effort.

While there's a slight "Imbalance" due to power creep of newer Masteries, that difference is greatly exaggerated by people/sites for selfish reasons. Pay less attention the perceived meta in these games as it's invariably toxic and misleading.

There are good OP builds for every class and Mastery out there. Some are easier to play than others. The experts have spent 100s of hours testing for you, so you can see the results on https://maxroll.gg/last-epoch/tierlists . As with any game, you can gimp your character and with LE there is significant emphasis on the Passive trees and how you develop skills, not just on getting the best loot.

The only problem with the site is it assumes we have rare full gear at level 1 of all things. Does this site have poverty builds for a zero start? I feel like I'm not good enough to run what they recommend due to the whole "have every piece fully crafted" bit they insist on.

Thats why you take the lvling guide for the particular build you want. They have a lvling guide for every base class.

I haven't had a single good leveling experience in Last Epoch at all. Following build guides (freedom of choice, people) has resulted in guides that show the end product and not how to get to it. Tried a MUST EXPERIENCE THIS marksman build and it's trash for leveling. I may as well have not even had a build guide.

Blizzard couldn't have balanced this. They at least let you have a little fun before saying your build sucks and you can do nothing-

I made sorc as blind run, no guides from internet my build is 100% mine and doing now corruption 150 and had so easy leveling, you must have skill issue xD, this game is ez

Having an ability to specc into a Fire Hail of Arrows, yet Falconer's Fire Trap invalidates the choice while being more powerful and point efficient for the same cost on the same "Fire arrows from the sky" fantasy

Shurikens can be specced into ricochet clearing, while Umbral Blades can be specced into the same role crowd clear role while retaining a good single target DPS for bosses

Forgemaster hammer thrower seems pretty damn good. But I don't have much to compare it with. Only leveled a sorc to 23, so can't say much about that either.
