For some it's poor design. For some it's great design encouraging making different characters instead of having 5 characters that could do everything.
If you want that I might suggest playing d4 because that's exactly like that. Do one .. have all.
I'm on my second rogue now. Because I quite enjoy her. Getting to monos takes 4 hours tops. That's pretty fast. Figuring out your route to monos as fast as you can also is really fun.
Takes about 30 minutes max to get back to the mastery pick once you start a new character.
