Desert Treasure Quest - Reached the Scalebane Fence - No Passive rewards

The NPC only offers the 3000 xp. Does anyone know if if the passive point meant to be rewarded or there is a cap for rewards with the passive points?

From the LE official site: "The total number of passive points that can be obtained from quest rewards is capped at 15"

There are more quests for idols and passives than you need. That way you can easily skip parts of the campaign with the dungeons without backtracking to hard.
