Also, when I say past 20 I mean there are literally + 1 to skill level mods for equipment in case you have reached lvl 20 and somehow never encountered any such equipment, in which case you should probably review your fitler.
It helps you to specialize your build to do one or two specific things.
While having option to get +4 with a T7 affix.
Then there's uniques that also give levels to the specific skill or skill type. Don't forget you also often times have ability to add tags to the skills, thus making them eligible for a lot of items giving skillpoints.
If you get more or less the best rolls you can get way past 30 in a given skill.
Also i dont need an exact formula in a game to be happy with it.
