Increasing the skill max levels?
Maxing at 20 at level 70~ makes the rest of the leveling experience boring. Having it go to 25 or even 30 and make it slow down exponentially until level 100 is better. There is a reason why leveling is fun early in the game, Its the sense of progression and leveling. Late game its only the player level and some rare gear you sometimes find that gets you stronger. Something is missing... and its the skill levels. This is my my opinion of course albeit...

Maybe also upping the difficulty overall would fix it

you can go past lvl 20 using equipment. That's kinda how the game is intended. You use loot to improve your skills. Uniques to make your very own build.

Also, when I say past 20 I mean there are literally + 1 to skill level mods for equipment in case you have reached lvl 20 and somehow never encountered any such equipment, in which case you should probably review your fitler.

The skill levels affixes in armor could still be in the game

There's lots of gear that increases skill levels, you can probably hit 30 in a skill if you want to.
While it feels that way, I think 20 is good enough?
It helps you to specialize your build to do one or two specific things.
While having option to get +4 with a T7 affix.
Then there's uniques that also give levels to the specific skill or skill type. Don't forget you also often times have ability to add tags to the skills, thus making them eligible for a lot of items giving skillpoints.

If you get more or less the best rolls you can get way past 30 in a given skill.

While I wouldnt mind the POE style of maxing your build only at max level, I dont think its a huge deal the way they have it now.

Also i dont need an exact formula in a game to be happy with it.

My Falconry is at level 29 via +skill on gear. Get +skills on gear like you're intended to. LP gear and T6/T7 Exalted gear is the end-game progression, and a damn addicting one at that.
