You could also limit framerate to your refresh rate so that your GPU isn't trying to give you 300+ fps. I almost always limit mine to half my refresh rate or 60 FPS on arpgs.
Unity is a terrible engine and I can name only a handful of Unity games that don't put inordinate stress on your hardware (e.g. Darkest Dungeon 2, Desperados 3).
And no, 100% gpu load is not "normal in any game", especially if you are playing at just 4k/60 and the game looks like it should run on an Ipad.

Ok so first of all, 100% gpu load is not a bad thing. Second, your fan profile is not a games fault.
That's kind of unsettling. Someone was saying the performance issues in No Rest for the Wicked were due to Unity engine. Also this survivors game the dev iirc was saying performance issues were due to unity.
Edit @ clown hat: you're not the brightest bulb in the pack are ya? it's literally impossible for your fans to go faster than the fan vs temp curve set. You're suffering from PEBKAC. The very fact you think 100% gpu usage is alarming and will "damage" your gpu tells me you have no clue wth you're doing.
My 7900XTX barely hits 42 C with about 40% fans speed at max quality and UW 1440P.
The only thing that you need to worry about damaging your GPU is overheating, and the GPU will actually turn itself off if it gets too hot to prevent damage (which will crash the display driver) so if you aren't experiencing temps that are too high or crashes then your card is safe :)
EDIT: 100% GPU or CPU usage is not bad though. Assuming you have proper cooling.
I suspect the game engine as someone mentioned. In Dragon's Dogma 2, BG3 and other more graphically demanding games I don't get these 100% bursts and RPMs just increase a bit to compensate for the increased load. Temps are all normal for the load and overheating is not causing the RPM bursts.
It's really annoying since the PC gets really loud but what can I do...
