Why can't they have prophecies pull from boss loot table IF the prophecy is for that boss???

I understand that the current system in place for CoF has 0 impact on boss drops. I understand completely that it wouldn't make sense to have, say, an Apathy's Maw drop from anything other than Shade. But, when you have a prophecy, that says 2H Axes and it is SPECIFICALLY for the shade... why did EHG make the decision to still only pull from the general loot table? If they could make the change for next cycle, even if there is some math to keep the drops in check, it would really add to the fun.

So, I was thinking maybe something like a 50% or so reduction in the amount of rewards from boss-specific prophecies, but still allowing for the boss loot table to be polled, it would be so cool. I admit it was my laziness that missed the exclusion of boss-specific prophecies (even when it is for the boss). So, after wasting all that favor I am pretty discouraged, but that can change if they can do something along the lines of what I said here (even if nerfed even further to compensate).

So, let's say you have 5 or 6 shade prophecies for 2h Axes. Let's say EHG does a 80% reduction in how many of those items can actually pull from the Shade's loot table. Then, it should roll whatever it needs each time, keeping in mind that I will still likely see a bunch of Bone Harvesters, but there is a CHANCE that CoF could reward an extra Apathy's, thus making the hunt for 1LP much more reasonable, even if still difficult somewhat.

They would likely have to have a prophecy with completely different coding just for boss prophecies, which given the soulfire disaster is pretty much a guarantee they would break things.

If you can just stack 6 boss specific prophecies and kill a boss once to get 7 times the loot, you get rewarded for 7 runs after just 1. CoF is already the better faction as is with target farming full sets and tons of uniques with higher tier affixes and more legendary potential. It absolutely doesn't need to also multiply boss drops.
