Is it possible to have more -Spell Mana Cost than 3 from gear?

With regular gear not that I've seen so far, but I'm only lvl 53, but maybe with gear you get from the monoliths and echos.

You can have -5 mana cost from a T7 exalted affix.

One source is from the weapon implicit, another one is from the +spell damage - mana cost affix and the last one is from passives/skill tree

I have a wand with -3 Spell Mana Cost, this is n affix/suffix (didn't learn which one's which yet), but are you saying there are gears with already -Spell Mana Cost that isn't the affix/suffix, meaning we can take that gear and then add it to go even higher?

The affix is only for Scepters.
There are uniques that also give mana cost reduction to Fire spells, so the most you can have is -8 mana cost on a Legendary Firestarter's Torch with this affix.

You have the implicit modifier of the item which is tied to the "base"/"model" of the weapon
Example a Sacrificial Sword has added void damage in the sword itself

Most Staves have +MeleeDmg +SpellDmg -Mana Cost as their implicit stats
