CINDER STRIKE ERROR

When I learnt the perk OVEREXERTION my mana consumption became 30 points per hit. But when I got the 5-th level of the perk TIRELESS which gives +60% mana efficiency mana consumption became 19 points! It is wrong! 60% mana efficiency means that CINDER STRIKE with OVEREXERTION shall cost 60% less mana! So mana consumption shall be 12 points but not 19! 30 points - it is 100% minus 60% - it is minus 18 points mana cost. 30-18=12.

Mana efficiency is not calculated that way. It's Mana Cost = Base Mana / (1 + Efficiency)

So in this case it's:

Mana Cost = 30 / (1 + 0.60) = 30 / 1.6 = 18.75, rounded up to 19

Let's take for example another skill DECOY. Base mana cost is 40. We learn Efficient Construction perk that gives 90% mana efficiency and now mana cost is 22 points... Hmmm......

using that formula: 40 / 1.90 = 21.05 (guess they always round up)

I think maybe you are getting caught up in terms? "efficiency" as they are defining it, is not the same as "reduction". A 100% efficiency is a 50% reduction:
40 / (1 + 1.0) = 20
