Storm Totem: What does "Cast Speed" affect?

So, in preparation for the 1.0 launch, I've been theorycrafting a lightning Shaman build. In the Storm Totem build, I've got 4 floating points after taking all the skills I want (I'm not using crit), and am curious what the "Lightning Raider" talent does.

The exact text of the talent is "Storm Totem has increased Cast Speed (+15% per point, 4 points max)"; does that mean that the cast animation for me summoning the totem is 60% faster, or that the Storm Totem calls down lightning bolts 60% more often? Basically, is Cast Speed applied to the act of summoning a totem, or the totem itself?

I believe it's just how fast you put down the totem with that wording

Personally, i think that is about the casting speed of lighting bolt!

As evidence I present the Thorn Totem tree skill Frenetic Attunement

You summon Thorn Totem faster and all Thorn Totems have increased cast speed.
Summoning Speed: +10% per point
Thorn Totem Cast Speed: +3% per point

It looks like they don't word it as cast speed when it's how fast you summon them.

Okay, that's some nice clarification: "Cast Speed" on totems refers to how frequently they cast their associated spell, because "Summoning Speed" refers to how fast the Primalist puts down totems.
