Back in the day EHG did not like this and said they wanted to prevent it because it lead to a game play loop they did not want, but it is what it is. Many popular builds are one manual cast and the rest numlocked.

I've now also watched a video about it, but I can't get the automation to work and something like that bothers me.
I'm now deleting this class and playing one without such cool down times.
FWIW, I'd increase the cooldown actually and make the burst effect bigger - otherwise, it's still too spammy. Grim Dawn has quite a few of these "pseudo-buffs", and it's pretty annoying to keep track of them.
Much like saving high CD skills in general its just mathmatically more advantageous to cast them as soon as they are available. Perhaps a better comparison is Dynamic DR, where the intent is to stop DPS and allow the DR to fall off, but its simply better to DPS through it.
One of the reasons why LE does not have high CD skills like other games, is because this "saving" pattern is not something EHG wants, and its why they prefer to use mana cost as the gatekeeper as opposed to CD.
It has been a while but I believe you have to adjust the settings for a 2nd keystroke to trigger abilities, then press numlock hold the number key for that ability, press numlock, then release the number key.
With a cooldown reduction you can keep the buff active permanently. But it's not about the skill you mentioned, but about everyone of this type, the mage also has useful buffs that you can keep active permanently with enough cooldown reduction... but you certainly don't want to click on it permanently. but the strategic thing you mention makes me smile a bit
