Every new character u start out from lvl will need to do the campaign. Unless u go through the dungeons to skip parts of the campaign.
U really only need to get all 15 passive points from side quest. And all idol slots given by side quest there's 8 side quest that give idol slots
This will be the same for cycle and legacy modes of play.
Nothing carries over when ur playing a new lvl 1 character. Other that stash and crafting mates and gold. Unless ur playing solo character found
However currently only thing that is account wide. Is ur faction rank. However faction ranks will reset every 3-4 months if ur playing cycle mode in legacy nothing will reset.

Question: If a cycle feature works well, will they have a chance to become core, similar to how PoE runs their leagues.

Meaning the first couple of years will not have seasonal content, they will be Early Access 2.0. subject to change.
That is if you want to play seasons (cycles). If you don't care for the "all 3 months is a wipe" ♥♥♥♥♥♥♥♥ that has infected the ARPG community, then play on with you pre-1.0 character.
If they run it similiarly to the GGG/PoE crew, they will push down "tested/proven" concepts from the seasons down to the "legacy" cycles. Meaning you will enjoy some of the game mechanics of the seasons, later.
Tells you basically everything you need to know about seasons: They are beta cycles with you as an unpaid beta tester. Congratulations.
Braindead take, seasonal mechanics in PoE never go Core at the rate/level they were as a league mechanic. You can call us beta testers all you want, but you'll never experience a single "league" mechanic how it was designed, and at the frequency it was introduced. In most cases you will receive a watered down version that pales in comparison to the original. Congratulations, you get to play a worse version of nearly everything because you're bad at a game and incapable of starting over. The "legacy" league will also be subject to massive inflation whereas the new league starts out fresh with a fresh economy every time. You also are more likely to end up with the nerfed versions of items and never get to experience them as they were.
tl;dr You are playing in the graveyard while everyone else plays in the amusement park, you're not having a superior experience.
It's not really affected, your characters played in offline you will not be able too use them online if you change your mind. Any cosmetics like pets and armours are not available except online.
