On Feb 21 patch 1.0 will be released and the game will leave early access.
There are a few new features coming with that patch, most notably the last two missing masteries - Warlock and Falconer and the factions system.
There will be no reset but existing characters will reside in the legacy league and a new cycle (season) will start, so anyone willing to participate in it will have to start fresh.

There will be a reset as u just explained.
There will be two modes you can play in - legacy and cycle. You can play with your existing characters in the legacy mode if you wish or you can start a fresh character and participate in the cycle. The only difference at 1.0 will be that cycles will have leaderboards.
Yes, the system is identically works as the same with PoE, if you have played that. Cycle characters move on to legacy when cycle ends.

Op asked about a complete rest a complete rest would be a wipe.
A rest is not a complete reset. Wipe = complete rest
I think op used different words to ask about a Wipe. Which is a very common question asked about 1.0 launch
