Though, there's supposed to be more cosmetics coming at launch so maybe you want to wait to see if there's something you want more than the current ones. Just a thought, but ultimately it's your money and your choice.
The important part here is "online playable characters". Any cosmetics you purchase are only usable in online play only meaning you can't use them on offline / solo play characters.
I hope you are lying, if its true that is fully stupid and garbage design lmao.
It's very much true that offline characters will not be able to interact with or use the cosmetic MTX shop. As Kain, community manager at EHG, states below:

Mike Weicker, a senior developer at EHG, shows off a preview of the full offline mode selection during the November 17, 2023 dev stream.

They still did not directly say no cosmetics offline anywhere in the thread. They mentioned no offline coin spending in the cosmetic shop, no buying the MTX as steam items, and no online checkins. They also didn't deny anyone claiming there were no cosmetics at all offline, so I still think this could go either way and I have a hard time imagining the devs would make a decision to for example not allow people to use their preordered/supporter cosmetics offline. There's shooting yourself in the foot, and then there's willingly feeding the lower half of your body into a wood chipper. A decision like that leans heavily toward the later.
Offline cosmetics does not require check-ins, it does not require pseudo-offline, there isn't really any excuse not to have them other than to intentionally spite the people asking for offline.

Yep, I was there and despite people talking about how bad it was people still bought them. But at least you were not required to be online when you used that DLC with this game you do. I am not saying I hate all DLC but for a game offering offline and online it makes it harder to justify the purchase when you can't use it in all modes of play.
It is easy to forget what the casual gamer looks like. 8 hours a week and zero engagement with out of game materials, be it forums/discord.
As for the engaged user, poke around information is dolled out very randomly, and even when compiled most users do not engage with everything.
A good example is the live streams, mike drops good info there, from time to time, and look at the views. That was how we blundered into the RM not having minions situation, the information was out there. It was in a live stream, and even when brought up here most people were not aware, yes even the ones who voiced their views on the change.
Same with the story not being finished, or items missing their models, or perhaps more recently when mike said in a live stream that all of the skill/trees would not be in 1.0.
