There are a lot of builds that are able to do all the content with little dependence in good gear.

Pretty much every build in Maxroll meet those requirements.

I would say there are a few minion builds that are really busted.

Bossing/Dungeons: Bone Golem Dread Shade Necromancer w/ Heart of Ukherios or Forge Guard Manifest Armor with Bleed DoT

Pet builds are pretty nutty in this game. I haven't tried necromancer yet, but the first character I made was beastmaster, and once I got the sabertooth tiger, everything started getting shredded. Currently level 80 and stuff never stopped getting shredded. I got 2 wolves, a veliciraptor, a giant scorpion and a sabertooth tiger for pets. They just run around like they're on coke and shred packs.

My gear isn't even that good, I've done very little crafting, and certainly am not using any legendary gear.
