Death Comes Quickly - Reaper Form

Does this skill just simply not work?

I pumped all 4 into this, 100% chance to proc on kill, it does nothing.

it works, it just doesn't show up as a buff. it shows in your char sheet movespeed

I seem to be gaining no movement speed, visually at all, I feel its broken, even if it adds it to the char sheet. I will verify that is even happening.

If it is working, maybe they need to increase the movement speed bonus a bit then, as of now, such a deep skill in the tree does less than most gear lol
