This drops in the Reign of Dragons mono right?

Ive been grinding my a... off trying to get this to drop but no luck, i have to stick to normal mono corruption 50 because i do absolutely no dmg in emp monos.

Never grind in normal monos. Ever. If you really want to target farm, get better gear elsewhere or make another build and go for 200+ corruption.

Eye of Reen[www.lastepochtools.com] is a random drop Unique item that has a rare chance of dropping. If I was farming this item I'd do the following to maximum my odds of acquiring it:

• get either the Winds of Fortune[www.lastepochtools.com] blessing or its empowered variant the Grand Winds of Fortune[www.lastepochtools.com] blessing from the Fall of the Outcasts timeline, which grants "(10% to 15%) Increased Unique Drop Rate" for the former and "(16-22)% Increased Unique Drop Rate" for the latter.
  
• get either the Enmity of the Clans[www.lastepochtools.com] blessing or its empowered variant the Grand Enmity of the Clans[www.lastepochtools.com] blessing from the Blood, Frost, and Death timeline, which grants "(30% to 45%) Increased One-Handed Sword Drop Rate" for the former and "(50% to 90%) Increased One-Handed Sword Drop Rate" for the latter. These blessings result in more items of that type dropping while not reducing the drop rates of any other item types.
  
• farm The Reign of Dragons timeline, whose exclusive echo rewards[www.lastepochtools.com] consist of Swords, Axes, Maces, Daggers, and Spears. Increasing corruption and venturing further from the center of the timeline will increase the likelihood of these echoes spawning.
  
• build up corruption and enemy modifiers within timelines (preferably Empowered Timelines) to increase the "increased item rarity" stat. This modifier increases the average number of affixes on items, resulting in more Rare and Exalted items. It also increases the chance of finding Unique and Set items.
  
• lastly, you can use the Rune of Ascendance on any "one-handed sword" base type item (that isn't already a Unique/Set item) for a chance to roll any random drop Unique or Set item of that type. Based on the loot tables this will likely offer you your best chance of acquiring this item. Also, this is the most expensive option here as these runes are quite rare to find.

Doing all of these will maximize your odds of finding this specific item, but you can apply this logic for all random drop Unique/Set items in the game -- substituting blessing changes where needed if the item is of a different type or whose exclusive echo reward belongs to a different timeline. Unfortunately, there isn't an equivalent blessing for Set items that increase their drop rate, so you can forego that step if the item you're looking for is a Set item.

However, even doing all of this does not guarantee success, and your mileage will vary based on RNG. While this doesn't guarantee you'll get the item in any reasonable amount of time (which is a subjective term), it does give you the best odds of finding it.

Just to add, use the rune of ascendance on 1h swords, you may be lucky, but most of the time you will get the common swords.

welcome to my world of doing all the above for Bastion of honor and over 375 emp rifts @ 200+ corruption. and i still havent got one.

Yeah, i do most of the things said by @andrew.thiele aswell exept i cannot farm empowered yet due the lack of dps (its not worth it if it takes 1 min to kill a mob), grinding is getting boring if loot to progress dos not drop
