Hastened Cataclysm vs Shattered Continuity?

I feel like I'm missing something but in what (if any) context is Hastened Cataclysm as good as Shattered Continuity?

For reference these are nodes in the Void Knight skill Erasing Strike the former decreases cooldown by 35% per point and increases its mana cost the latter gives the skill no cooldown at no extra mana cost.

The only thing I can think of is that if you're not invested in that side of the skill tree I guess those 6 points it would take to get no cooldown isn't worth it?

Am I missing something?
