Does the Dragonflame Edict really has 50% chance of dropping from the Emperor of Corpses?

I killed this dragon 10 times already and only the Off-Hand Catalyst has dropped.

Damn, lucky. What level were you in? Was he level 85 or 100?

i was farming him and i got 7 offhands , join a friend that wanted the Relic , got the staff 7 times 1 with 1 LP, and our last try we got the damn Relic , so dunno with the 50%, but i hope you find it soon

I killed it so many times now and no sign of the staff. I'm even thinking that it's somehow because I'm playing on offline mode. If I kill this thing 10 more times I'm totally going to post it on the forums, I can't believe that "unlucky" is the only reason.
