For unique and set items they are given a certain level requirement by the developers. However, uniques can have their ilvl's increased in the same fashion as normal/magic/rare/exalted items if they have legendary potential and have 1-4 affixes added to them via the Eternity Cache to make them a legendary item.
If you really don't want to see certain item bases, types, rarities, etc. then it's best to create a loot filter that's tailored around your build. You can even filter by item level requirement but, as I've mentioned above, you may miss out on items that could be helpful (or even necessary) for your build.
So if a level 30-40 item has better stats than a level 70+ item of same type, then there's something off. The grind for RNG is kinda off putting.
Edit: Annoying thing about uniques: Yesterday I completed an echo which gave me a guaranteed unique item. Well... surprise surprise, it was a low level torch melee weapon which I've gotten like 5 times or so already. Why are high level echos dropping low level uniques? I doubt it's difficult to code in to exclude low level uniques from those nodes. Doesn't feel rewarding.
That's why u seal an affix. Rather than try removing it and replacing it. Ruin of removal is better used to get the max shards of an affix u need. Rather than using it to try replacing a stat u don't want.
By sealing an affix u open up that slot for a new mod as well as the gear keeping that stat. Now this rare will have 5 affix on it. Sealed also is locked into the tier it was sealed at. Cannot be upgraded.
As for getting a better catalyst. The game is balanced around players having to craft there items. Chances are u had a few good bases that would have been upgrades if u crafted on it.
In LE ur not looking for a rare item to replace another rare item. But looking for stats to upgrade or shatter for the shards. It's different in LE. The majority of gear upgrades comes from crafting rather than it actually dropping.
Also forging potential is a thing, and the idea of using possibly many runes on a single item to get that single better stat for a possibly not too long of a period is kinda tricky, since you need to consider saving those runes for other characters as well. I don't remember how rare those runes/glyphs (always mix'em up) were that remove a stat or lock a stat in place are though. I know some I only have under 10.
I just played a bit with my paladin who is level 61 now. I found more better stat catalysts in that level echoes than with my mage in level 90 echos. That makes no sense. With my mage, it's rare to find an off-hand that would actually have better ward per second and ward retention % than the lower level ones.
It's not all bad, nope. I just wish the higher level items would actually have better stats as base than the lower area ones.
THis is why you need to use the filter to target farm the specific base item with the exact number of desired affixes and their tier levels. That way you don't have to check every single item that drops.
