You can check this location to see if your characters are truly gone. Save files will have 2 files; the save file and its backup. They'll be displayed like this:

1CHARACTERSLOT_BETA_0.bak
Your stash file will look like this:
Epoch_Local_Global_Data_Beta
Epoch_Local_Global_Data_Beta.bak
If the save files don't exist and you had Steam Cloud enabled for the game, your saves may still be available for download. This article explains how to retrieve your Steam Cloud saves:

If they're there then downloading and placing them in the Saves folder should restore your characters.
Lastly, if the save files do exist in that Saves folder, but they still aren't being displayed in-game in the Offline characters tab then you can try backing them up first and then swapping the names of the save files to make the .bak file (the backup) into the actual save because maybe the save files are corrupted.
If these are older saves then they'll look like this instead, with the _temp file being the backup. The same still applies here as you can use the _temp file (the backup) as the actual save file, if needed.
