Will 0.9 allow u to trade items with friends your playing with?

Yes, with 0.9 you can gift with friends items dropped when playing together at the moment the idems dropped.
Later, on a futur patch after the 0.9, there will also the "resonnance" (probably something rare to acquire) which will permit to gift to a friend an item even if you dropped it when not playing with him at this exact moment (but which will require to have played with him for a long time before to be able to give him the item).

Pretty much sums it up, the only thing I would add is faction requirements. A lot of people overlook that if you are in the CoF faction you can gift to the MG faction but the item retains its faction requirement.

Just to clarify, this Item Factions system will not be available in patch 0.9, as stated at the end of that forum post:

It’s worth noting that these systems will not be included in Patch 0.9, but we will be aiming to get them into subsequent patches this year. Resonances may be added sooner than Factions on account of their smaller scope.

1st step: use the Steam card to put the money on your own Steam account. (or your friend do the same in his own account if it's him who wants to give you the game).
2nd step: buy the game and chose the people whose you want to offer the game, so your friend and not you. (or your friend have to buy the game and chose you instead of himself to gift it to you)
3rd step: If you (or him) aren't able to do this, contact the steam support. EHG can't do something about how the people use a STEAM card. Steam Support will help you (or your friend).

TLDR: NO.

Even Trade among friends is prevented. This BS system of "Item Gifting" is severely limited
-> the worst part: "it´s intended"

Trade+Bazaar is scheduled for "end of 2023" ..let´s hope it´s not delayed

If by friends you mean Steam friends or ingame friends, unfortunately no. At least not without some grinding, if i understood the resonance thing correctly.
