How accurate are DPS numbers on skills?

Curious how accurate the DPS numbers are on skills. Does it take proc effects (like bleed for example) into consideration? Or does it just show the flat DPS number with no effects?

to be honest i don't pay attention to stuff like that but i do know spell attack damage does go up i like to use throwing damage on the spells of decoy / umbral blades / shurikens when i link throwing damage shards it does help

now if we talking about normal attacks with out the help of spells does the tabs tell you anything when you pull up character sheet?

Go smack the training dummies so you get an idea of your dps. Tooltip dps was (don't know if it was fixed at the current patch) busted and not even remotely close to the real values.
