"Channeling" refers to constantly using that ability with mana drain and something to constantly happen. An example of that is the Lich class has an ability called Life Drain where you can use it on an enemy and you'll constantly use Mana and drain the HP of that enemy.
As for why you'd use the channeling skill that's up to how the skill works, it's benefits, etc and how your build works.
Channelling = do his effect as long as you continue to use the power. If you stop to use it, the effect stop immediately too (or shortly if the power has a duration).
Edit: A channeling power can have a proc, it's not exclusive.
In your guide's example, when you're using multishot, you will have a chance to active the flurry effect on top of the multishot damage you are doing normally.
Channelling = skill is cast/used non stop in return for a constant mana drain.
BTW you got it backwards its Flurry that procs multishot when you take the Fusillade node (100% chance on the 4th attack).
