If you have a skill with 7 skill points and you choose to remove 1 skill point, you have effectively de-levelled that skill back to level 6 and will have to re-level it to 7.
As your character level increases so does your Minimum Skill Level, as described in this prompt:

You level your skill specializations again by gaining XP. And if you re-specialize a skill, you are granted skill points equal to your current Minimum Skill Level (which caps at 10 skill points).
Re-specializing or removing skill points of skills may feel like you are impeding your ability to progress, but it's not a big deal to lose a few skills points along the way. The early skill points level faster and you'll generally find that your skills are fairly close to each other in the later game, even for those you de-levelled or re-specialized multiple times.
