What Is Block Effectiveness?

Is it just how much damage is blocked?
Because Block CHANCE is chance to block, and I have to assume Effectiveness is not a percentile, since I'm over 100 on it..

yes. block doesn't fully mitigate damage. effectiveness increases the mitigation like you thought.

Wish there was just a Block Effectiveness stat on your character sheet.

Just 'Block Effectiveness: 100' (When you mouse over it 'You mitigate 12.8% damage')

flat value of block has dimnishing returns to not scale block effi to 100% and be immortal, game shows how much flat block u have and how it's calcuated to a percentage mitigation, i think they have done enough in this matter

There actually is on the character sheet. Block Chance and Block Effectiveness is on the left side, directly under your Fire, Cold and Lighting resistances. Block Effectiveness will tell you your base number of effectiveness followed by the actual percentage of damage it blocks :)
