Played game to 'End of Time'

Was given quest to seek Outcast Queen and there is a quest to 'Use the time rift to travel to the Imperial Era' but the only places I have been able to access are the area to pick another specialty (which I did using the Time Rift) and the 'Monolith of Fate'. There does not seem to be any quest. Is this correct?

a second time rift should have appeared, next to the rift you enter to choose a mastery, after you finished the mastery quest

After you come out from selecting your specialty you have to talk with the old man beside the portal and he will open a 2nd portal to teleport you.

Go up the ramp and talk to the Elder again to get time rift to the outcast camp.

yeah this is a bug i did this too and figured it out but i saved and left and when i came back the rift was gone. took awhile to figure out i had to talk to the guy again. the quest text needs to be made clear or the portal needs to stay open until used.
