If you have a skill with 7 skill points and you choose to remove 1 skill point, you have effectively de-levelled that skill back to level 6 and will have to re-level it to 7.
As your character level increases so does your Minimum Skill Level, as described in this prompt:

You level your skill specializations again by gaining XP. And if you re-specialize a skill, you are granted skill points equal to your current Minimum Skill Level. At level 23 this is equal to 3 skill points, at level 32 it's 5 skill points, at level 53 it's 8 skill points, at level 68 it's 9 skill points...and soon after it reaches the max of 10 skill points that you'll receive if you re-specialize a skill.
Re-specializing or removing skill points of skills may feel like you are impeding your ability to progress, but it's not a big deal to lose a few skills points along the way. The early skill points level faster and you'll generally find that your skills are fairly close to each other in the later game, even for those you de-levelled or re-specialized multiple times.
As your character reaches higher levels the time punishment of re-leveling skills becomes nearly inconsequential. You re-specialize a skill and it's already level 10. You do 5 waves of the arena when your character is level 100, you're already at skill level 15-16. Another 5 waves and you're nearly back at skill level 20, taking all but ~5 minutes of your time.
