No, its base item, the Noble Raiment, is a legacy item (meaning it no longer drops in the game).

Seeing as the Noble Raiment body armour no longer drops, it can also not be gambled for. So the Exsanguinous has a chance to drop from any enemy who resides in an area level that exceeds lvl 23. You can see the area level by pressing TAB, with it being displayed in the top right.

To find out the base item for Unique or Set items you can use either of these community sites;

Unlike this item, the majority of Unique or Set items can either be gambled for, or are specific to certain bosses (generally those of the Monolith of Fate) and have to be target farmed from those bosses.

You're correct. I meant to say an area level greater than or equal to level 23 (as the item itself is level 23). Sanctum Bastille does fit that description, so one could farm that area endlessly if they wanted.
