Vsync... run at half. For some reason this fixed my same issue you are having.
Limit the fps foreground to 60 background to 30.
This game engine is a bit odd, it doesn't work with vsync like other games. It overlays the game in such a way that our gpus are forced to render the desktop and anything else like a browser or whatever is under the game. For older gpus 10x series or older, its a taxing way to design a game. With how hard it is to get new gpus, some of us are right fked too because we can't even upgrade.
This game runs my gpu super hot. I've gone as far as relapsing silver paste and cleaning dust off the fans, fan profile 80% fan speeds, which helped. But this game is incredibly hard on gpus, and its all related to the game engine not running in true full screen mode so the vsync might not even be working.. as it runs in some kind of overlay mode stretching to full screen. It taxes the gpu something fierce.
And to prove this game doesn't run in true full screen mode, run 2 monitors and if the mouse slide from one monitor to the other without alt tabbing out, that essentially means its not true full screen mode.
Im running vsync on, monitor forced into 60 hz mode so the frames don't get out of control (thats when the heat happens then the power cycles clock mhz down).
Alternatively, run vsync on and force your monitor to run 60hz. That will cap the fps, caps any heat issues and reduces gpu power cycling which reduce clock speeds and causes lag.
Actually, looking at your hardware you can run this game with most option on full. Just fix your monitor to 60hz and vsync on full.
Id guess most of you are running 144hz monitors with no vsync and trying to use perhaps free sync mode or n sync modes.. Its not a first person shooter so you don't need to be running that crap.. These games are designed to run 60hz vsynced which caps the fps to 60. If you got some beefy expensive 4k monitors or 2k, you need beefy video cards to push those resolutions as well. So if thats the case, hook up an old 60hz 1080 monitor and see the difference..
This game with no vsync tears like crazy. So you can't even use the fps limiters with vsync on but you wont need to if you cap your monitor to 60hz. Turn every game option to low except the shadow one needs to be at least the 2nd lowest option, and make sure the Anti Alias is set to the (preferred) option as it smooths out the shadows the best.
I feel like theres something fundementally wrong with this games engine or optimisation or whatever, I dont think this can be fixed.
At 60 I still have a 200W outage.
At 30 I still have a ~100W outage.
In Path of Exile I capped it at 200W and on a high-tier multi layered map (for those interested: Delirium, Breach, getting engaged by Betrayal League) I have between 180-210 and PoE is known for not very well optimized. Something can't be right in Last Epoch.
LIke a hot rod on a Dyno... it'll just run crazy unless you put v sync on at least. I think I've gone down as low as 36 fps, and the only thing that I've noticed is the text is hard to read on loot if you move when your frames are that low. Everything else looks fine to me.
That is my experience anyways.
I imagine that 1060 is getting toasty too.
