Weapon proficiencies max out at 50.
It's not an obligation to play after 1 playthrough, so you can finish at level 30.
And while it's pretty easy to see that skills can get to lvl 5 (although it's not that easy to see that class mods can take them higher), the weapon proficiencies level up and level up and level up just like your char -- so I thought I'd mention that they stop at 50.
Lvl 69 guns are somewhat rare-ish, as there aren't a lot of sources for these. And since every interesting gun is heavily randomized, a Lvl 69 of something you want is most likely crappier than your lower level one that you already have.
After you finish the first playthrough, you can start a 2nd playthrough (commonly called PT1 and PT2). You can also go back to your PT1 world, of course. PT2 is a separate world -- you keep your char, skills, equipment etc., but all the quests start again, and everything has higher level (so no, you're not taking your 30+ character to do lvl 1 quests :-))
After completing PT2, things get slightly different. You can still select PT2, but everything will be scaled to your level. There are no new quests, only the sidequests that you didn't pick up during PT2, but whereever you go you will find enemies at your level (and bosses are often a bit higher than that). This is often called "PT2.5".
There is no PT3.
DLCs may have differing rules for this, though. DLC1 (Dr. Ned) and DLC4 (Claptrap) follow the PT2/PT2.5 of the main game. DLC2 (Moxxi) always scales to your character, even in PT1. DLC3 (General Knoxx) stays in PT2 until you finish the DLC3 campaign.
