Sounds like you're in the Rust Commons East. You just need to complete more quests. Eventually you will talk to a claptrap who will lower the bridge for you.

where you should collect 24x Bottles Of Booze from the bandits at Treacher's Landing.

After that you will get "The Next Piece" story quest (http://borderlands.wikia.com/wiki/The_Next_Piece)
