Report a translation problem
If you're in an open area, nothing to block your movement, check your key binds. If that doesn't work, you can try deleting the cfg files (make back up) and validate your game cache. it should fail and re-download the missing/deleted config files to reset them.
If you are spawning in a location with obstructions, then it might be a problem with the in game physics. I saw this on a forum online:
Go to my documents\games\borderlands\willowgame
open WillowEngine.ini
look for
bDisablePhysXHardwareSupport=True
Change True to False, or False to True
Maybe restart your computer. I had a problem in BL2 where everytime I spawned a vehicle, it sunk through the ground, but restarting my computer fixed the problem.
Hope one of these solutions works for you.
If possible, inform the path of the files, please.
C:\Users\*your username*\My Documents\My Games\Borderlands\WillowGame\Config
is the folder with the ini files. I'd suggest first (copy & paste entire folder to make back up copy, then) delete willowengine.ini. Then if you start up the game, it should detect that this file is missing and replace it with one with default values. (ie. you shouldn't have to go to game properties in steam and 'verify integrity', just running borderlands should replace the missing file(s)).
so if that just deleting willowengine.ini doesn't work (which controls physics), try willowInput.ini (which contains keybinds) or just delete all the ini files in the config folder.
If this is an issue (not being able to move) that just occurs randomly when playing (vs loading up a save) check to see if you've accidentially hit [~] key (the key to left of 1) to open the console/chat in which case you'll end up typing your movement keys as chat text. (it should appear near bottome left of screen "PLAYERNAME says: wadawasdwada" something like that ) just hit Enter and you'll be good to go. Has happened to me a few times.

Or straight from inside "my documents" you'd navigate to
My games > Borderlands > WillowGame > Config
for willowengine.ini and willowinput.ini
Or are these folders/files not even on your system? You should be able to find them in my documents (on windows systems). They're not going to be in the steam/borderlands game install directory
