my best guess is that the shops and loot drops from dead bandits/bosses tend to not only be random drops, but resets each time you save a game, quit, and restart from your last savepoint (this was the tactic I used to finally come across those Tediore Panacea Shields)
can't wait to get my hands on a higher-level version of the Hellfire that has even more damage and faster firing rate whenever I get around to Playthrough 2 and 2.5
well i'm planning on playing through the DLC's anyway, once i'm done with some of the challenges that I have left (which is also the reason why i'm saving the final main mission in the base game for last). so i'm slowly taking my time with this game
Controller (20) - Diva, Inner Glow, Girl Power*, Mind Games
Assassin (19) - Slayer, Enforcer, High Velocity*, Blackout (4)
Elemental (25) - Quicksilver*, Spark, Resilience, Intuition, Phoenix

EDIT: Really, this is about the only character you'll want to activate Playthrough 2.5 (ie, **entering** the Vault on Pt2) as soon as you can so that everything'll scale to your level and above and give you at least a little challenge. Except for Crawmerax. No idea how it'd do against him, though at the very least you'll need SMGs of other elements to go with the DA & HF.
Phantom Class mod (+100% Crit dmg on sniper shots) and the skullmasher Sniper with 200%-250% Crit dmg on each of its 4 shots.
Takes down Crawmerax in 1-2 minutes (each crit area takes 1 shot)
